The district or municipal authorities in Uttar Pradesh would be penalised if stray cattle are found locked in government school or hospital premises or seen loitering on the streets. A decision to this effect was taken at a Cabinet meeting presided over by Chief Minister Yogi Adityanath

which also decided to impose a cow cess to build cow shelters as part of a comprehensive cow protection policy. The decision has been taken in the context of the increasing number of incidents of stray cattle being locked up in government primary schools or hospital compounds much to the embarrassment of districts and the state government.

SM Bobde, Principal Secretary, Dairy Development and Animal Husbandry, said a report had already been sought from Aligarh District Magistrate Chandra Bhushan Singh after reports of the death of stray cattle in the district came to light.
